An inner and outer facing is somehow pilled up, leaving a drench for the concrete in the middle. The amount of soil, gravel and smaller stones left in countless gaps of every shape and size provide a dangerous level of instability to this part of the wall and together with the sheer lack of craftsmanship will bring it down again.
